Proclamation on National Cancer Prevention and Early Detection Month, 2024
Every American family has been touched by cancer. As we celebrate National Cancer Prevention and Early Detection Month this year, we honor the immense courage and strength of millions facing this disease today alongside those who have survived it, inspiring us all.
In recent decades, remarkable progress has been made in combating cancer. Thanks to advancements like innovative medicines, therapies, early detection methods, and prevention strategies, lives are being exted and saved. Research indicates that up to 30 of the cancers diagnosed annually could be prevented through efforts such as reducing exposure to carcinogens and adopting healthier lifestyles.
Upon assuming office, my Administration has set a goal: to cut cancer deaths by at least half in the next two decades through prevention and early detection efforts. This milestone starts with eliminating preventable cancers and advancing screenings for those that are not yet detectable. We m to transform life-threatening diseases into chronic conditions that can be managed effectively while also creating more supportive experiences for patients, their families, and caregivers.
The Cancer Moonshot initiative was revitalized under my leadership to achieve this. We established the Advanced Research Projects Agency for Health, securing over $4 billion in bipartisan funding since inception. This investment accelerates groundbreaking research med at prevention, detection, and treatment of cancerous diseases as well as other lethal illnesses.
Early cancer screenings are a matter of life and death; they have proven crucial to saving lives. As part of our commitment, we expanded Affordable Care Act coverage during my first year in office, requiring insurers to provide free screenings for cancer and primary care visits. ? More Americans than ever before have health insurance, which ensures millions now receive necessary services at no extra cost.
To further increase access to early detection, we've partnered with community health centers to bring screenings closer to where people live and exted coverage for lung cancer screenings through a Bipartisan Infrastructure Law investment totaling billions of dollars. We have also closed loopholes that allowed for surprise costs in colonoscopy procedures when combined with new stool-based screening tests.
I am committed to reducing Americans' exposure to environmental toxins linked to cancerous conditions, as evidenced by the $4 billion investment into cleaning up toxic sites and replacing lead pipes through our Bipartisan Infrastructure Law. Additionally, signing the PACT Act ensures that veterans receive the necessary care and benefits when exposed to toxic substances during military service.

Together, let us recommit ourselves to this vital eavor for patients fighting for their health, survivors who inspire us with their resilience, caregivers' heartfelt contributions, loved ones lost, and lives that can still be saved.
Now, therefore, I, Joseph R. Biden Jr., President of the United States of America, hereby declare April 2024 as National Cancer Prevention and Early Detection Month. I encourage all citizens, government agencies, private businesses, non-profit organizations, and other interested groups to join in activities that rse awareness about what individuals can do to prevent, detect, and conquer cancer.
